Regulating Lead in Drinking Water
Due to its useful chemical properties, various industries have used lead, including ammunition, batteries, ceramics, paint, gasoline, and plumbing components. Environmental lead levels have declined since the 1970s, mainly due to U.S. regulations controlling lead sources like gasoline, paint, and plumbing. On June 7, 1991, the U.S. Environmental Protection Agency (EPA) issued the Lead and Copper Rule (LCR) to protect public health and reduce lead and copper in drinking water. On January 15, 2021, the US EPA issued revisions to the federal LCR. The new Lead and Copper Rule Revisions (LCRR) require utilities like Georgetown County Water and Sewer District to:
· Identify potential sources of lead in service lines that deliver water to customers,
· Strengthen communication so that customers understand their drinking water quality and potential risks,
· Continue to perform sampling to test for lead and copper at customers' homes, and
· Provide education and a sampling and testing program for schools and childcare facilities to help identify and reduce childhood lead risk
Inventory of Water Service Lines
Under the guidance of the Lead and Copper Rule Revisions (LCRR) and the South Carolina Department of Environmental Services (SCDES), Georgetown County Water and Sewer District (GCWSD) completed an initial inventory of all drinking water service line materials in its service area. Various investigative methods were used to identify the pipe materials of service lines, including historical records and an SCDES-approved statistical methodology model. Based on this data and results from routine lead and copper sampling, GCWSD found no lead service lines present in the Waccamaw Neck Water System.
